The City of Damascus announces that three Council positions are up for election this November along with the position of the Mayor. Any citizen wishing to become a candidate must file a SEL 101 form (available on the City website link below and also from the City Elections Official, Mr Doug Walker, or from the Mayor, James De Young). The form must be completed and delivered to the City Elections Officer or to the Mayor by Aug 25, 5 pm. Call 503-658-2886 for further information.

A       Mayor introduces the budget committee and its purpose: to approve the recommended budget for 2020-2021 and the tax rate by motion.

B        Nomination and election of chairperson to lead budget committee and hearing.

C        Budget Officer (William Wehr, interim): budget message and information about 2020-2021 budget.

D       Budget Committee discusses and clarifies information about budget and modifies it if necessary, under leadership of chairperson.

E        Public comment.

1)     Budget Committee chair opens public meeting and invites citizen comment

2)     Chair closes time of public input.              

F        Chair entertains a motion and second to approve the budget and tax rate.

G       All on budget committee vote and their votes recorded.

H       A public hearing on the approved budget and tax rate will occur on Thurs., June 25, 2020, in the same manner (via ZOOM) and time as this meeting. The meeting will be publicized in the Gresham Outlook in accord with State requirements. After the public meeting the City Council will “adopt” the budget that same evening.

City Council “Special” Meeting – May 21, 2020 – 7:00 PM

Damascus City Council will meet Thursday at 7:00 PM via Zoom to plan the budget and tax levy for the new fiscal year beginning July 1, 2020.

We are eager to add another 2 or 3 people to the Budget Committee at this meeting. This entails meeting just one time in the next couple of weeks to finalize the budget and tax rate that the budget officer and city council will be recommending. Please consider being part of this committee.

We continue to need donations to finish this fiscal year with paid up insurance with CIS.

Latest Covid-19 Info – Opening Up America Again

The link provided here will take you to the Guidelines provided by the White House and the Centers for Disease Control for Opening Up America Again. If you watched the Coronavirus Task Force press briefing on April 16, 2020, you may have noticed that the slides that were discussed by Dr. Brix and Dr. Fauci were a bit difficult to read, and only portions of the information were covered. By visiting the official link, you can read the entire guidelines.

Each phase requires states and regions to satisfy “gating criteria.” For instance, to move to Phase One, the state or region is required to have a flattened or downward curve on new confirmed Covid-19 diagnoses for a period of 14 days. To determine the current statistics for Oregon, search for Oregon Covid-19 Stats in your internet browser. This will take you to the daily statistics for Covid-19 cases and deaths in Oregon, shown as a chart. Watch for the red line, current cases, to start flattening or moving downward.

We can do our part to flatten the curve in Oregon by maintaining social distancing, washing our hands, disinfecting frequently touched surfaces, wearing masks and gloves when grocery shopping, and following all of the requirements for your state and county. Remember, we are all in this together, and we are one day closer to the pandemic being over!

We encourage everyone to watch the daily press briefings from the Task Force. Some news sources are covering them in full (recommended), and you can see them on the White House Facebook page from your computer or smart phone. Please do not rely on anything other than the complete daily briefing for your Covid-19 information. To avoid misinformation or lack of information, keep yourself fully informed.

Greetings, all who support the city of Damascus:

As the mayor of Damascus, I, James De Young, in concert with the City Council, declare an emergency situation for the City. This action reflects the national emergency declared by President Trump and the various decrees from Governor Brown. At least through March and April, city council meetings are cancelled and so also planning commission meetings. The latter could set up phone conferencing if Mark Fitz is able to participate.

Our commitment is to our people and we want to assist especially our senior citizens. The City will serve as a conduit or contact for anyone having special needs and has no other person on whom to call. Contact the city website and/or call me at 503-658-2886. The web site is “Damascusoregon.city.” We will also post there special announcements regarding food and emergency supplies and other critical announcements.

As a reminder, we still have a need for additional donations to support the insurance that we have for the City, to cover us for the months of February and March.

Finally, our City attorneys are putting together our reply (due March 26) to the State’s brief that the State submitted (on March 10) as a response to our brief submitted to the State Supreme Court over the constitutionality of SB 226—which seeks again to terminate the City. Anyone wanting a copy of the State’s brief, let me know and I will forward it.

New Schedule for Coffee with the Council in 2020

With Christmas and the New Year holidays happening, there will be no Coffee with the Council gatherings until 2020.

In order to establish a regular schedule for these meetings, and to accommodate those that work during the week, we have decided on the following for these gatherings in the coming year:

  • Coffee with the Council will be held on the second Friday of each month, from 1 PM to 2 PM, in the meeting area by Starbucks in the Damascus Safeway.
  • Coffee with the Council will be held on the fourth Saturday of each month from 1 PM to 2 PM at the Arrow Coffee House.

We are hoping this new schedule of informal gatherings with the Mayor and members of the Damascus City Council will allow you the opportunity to attend. During our many get-togethers in 2019, we met with scores of local citizens and heard many of the issues that are meaningful to you. These have helped us to focus on the city’s needs as we move forward.
